The WaPo investigates the impossibly large national security infrastructure built up after 9/11, a monster that employs over a million people (including over 850,000 with top-secret security clearance) and is so disorganized it is literally impossible to say whether it is making us safer.

My first thought when I saw the photograph of the National Counterterrorism Center—part of a massive yet officially secret office complex in suburban D.C.—was "holy crap, we actually built C.T.U."
